I have from the previous owner a Spanish racing rating for my boat - any ideas how I can get a UK one using the spanish certificate ? (my boat is now UK registered) Spanish certificate: Attachment Deleted

Do you belong to an UK YC that has an in house rater? if so, pretty easy.
Another option, at least here in the states, is to contact the local rating authority, and they have people that can get a rating for you if you are not affiliated with one of the YC's that does there ratings.
The info you have, may be useful, ie actual boat specs. Sail measurements may or should I say, probably are off. So you will need to measure the sails per how local rating people want the sails measured. Old sails depending upon the type and variety, can shrink. Along with if the sails have been changed out. the old measurements will in incorrect in most cases.

Thanks Sails are the same - not changed The only thing changed is that added a lot of weight to the boat - in case this changes the index...

Adding things/weight like a dodger, bimini etc, do not help in most ratings i am familiar with. Weight is a base boat with full fluids, but nothing else. Reality is, this weight hurts you in most cases.
Some clubs have some FUN wednesday night beer can, and some weekend races, these might have "Golf Credits" to ratings at times. IE sails over X years old, bottom that is not totally clean, microwave, dodger, bimini, windlass, all chain rode etc will lower the rating for this added "JUNQUE". But if you are wanting to be competitive in some of the big boy races, then removing all this junque needs to be considered.
Then again, a lot of folks will race with full cruise gear, as it gets them out on the water, forces them to be somewhat competitive by adjusting sails, rig etc, so overall, they end up with a faster boat from learning/being a better sailor.

at this stage I'm not competitive I just want to get a index to be able to participare races for fun and was thinking that a UK index authority can just copy - paste from the spanish index instead have a complicated measuring procedure - the boat is UK register but is kept in St.Cyprien French/Spanish med border

Only way you will know is to turn into the rating person at the YC, or equal. They should be able to use a lot of it, as your boat more than likely has multiple boat rated since being built etc.
