I would call it a Dan-buoy -occasional also spelt as Dhan Buoy... Flying the Oscar flag of course from Man Overboard (which should be kept furled when not deployed

In the U.S.A. it's called a Man Overboard Pole, or more politically correctly, a Crew Overboard Pole.

The item shown in the picture is officially called a "telescopic IOR dan buoy". The IOR dan buoy is not to be confused with the coastal or inshore dan buoys, as they have a red flag only

Ok thanks guys . But I have to admit , it's a bit confusing because googling on a dan-buoy always shows me an inflatable " man (crew) over board pole. Pricey gadgets those (inflatable ) dan buoys , must be said. It's just that I'm on a project of making a DIY ... crew over board pole ( non inflatable) , a fancy extensible that is.It 's handy to know the proper english name for it. Reconfiguring or expanding my insurance to the big European square starting from this year forced me to have this piece of equipment on board. Those insurance companies play hard ball these days , not easy to get insured when the risk factor increases. More and more boats in the caribean sail around without cover , not only because of the high premium but also because of no interested and available company , atleast that's what I've heard.
