1995 - SO45.1 - Little Roundtop

I have a 1995 SO45.1 and a couple of the posts on the mast foot that the turning-blocks are fitted to are loose. They appear to be bolted through from the bottom but the couple that are loose seem to have seized solid. I've tried jamming a screwdriver blade in the small slot where the head is but the heads seem to be round and not hexagonal and I can't stop it turning when I screw the post back down.
The two that are loose are only probably a turn undone, they just wobble a bit. One is on the main outhaul and the other on the main furling line. Obviously they don't move when any load is on them, only whilst the lines are completely slack.
So.....
1. Should I be worried? Can I leave them like this (since I can't tighten them).
2. Is there any way to refix these things without taking the mast down and unscrewing the mast foot from the deck? Clearly I want to avoid that.
