1997 S/O 36. binnacle steering system

Okay, let's discuss the steering wheel and the binnacle, and what is in the binnacle. I've looked at the rack and pinion beneath the binnacle, inspected and everything looks as it should, but how do we know what is going on inside of the binnacle? It looks like a fairly robust job to disassemble the binnacle to gain any kind of room to lubricate or inspect. When do people do this work? How often? What is in there?
