The original TV had a 12V line directly to it. The TV died and the 12V replacement we bought had a “cigarette lighter” end. I took the old supply end, cut it off and connected a marine “cigarette lighter” socket. The TV and some other plug in systems will not operate off of that socket. It measures very similar voltages to the house battery bank (13.3V right now). It seems that systems with a smarter power management system are finicky about the socket and simpler chargers are OK with it. Any ideas of what is going on and how to fix it? Thank you!

Problem solved. Bad connection in an upstream in-line fuse holder. Trick someone suggested was to check voltage when something put a load across the socket - voltage dropped immediately to low single digits.
