On the steering pedestal there is an adjuster with 3 prongs sticking out of it behind the wheel. What does it do?

It is a wheel lock. Turning in one direction will tighten and lock the wheel. Very useful when the boat is moored or in a pen as it prevents the wheel from working all the time.

Thanks, apparently it does not work. Tried it tightened both ways, does nothing.

It is a friction lock and on my old boat the friction surface was quite small, and it did not really lock the wheel up tight. My unit was fixed to the pedestal and tightened against the wheel - it may be possible to replace the friction pad if it is worn away leaving metal on metal.
