The charge is from midnight to midnight e.g if you want to stay one night you actually pay for two days ( average charge per day is 5-6 eur) e.g. for one night you pay 10eur for 2 nights in a row you pay 3 days - for more you just pay the additional daily charge
for example if you want to pay for only one day you need to tell to the men that you will leave before 11pm

There is no such thing as a "Greek Town Quay Charging System". That implies consistency and unless things have dramatically changed since I left, the only thing consistent in Greece is the inconsistencies.

Yep this used to be tbe case , but this year it seems the gov has equiped the clerks with tablets and mobile internet and so far the charging seems quite consistent on Nidri, Argostoli , Poros/Kefalonia, Efimia

I was told tablets were being issued and harbour master wanted software changed as it was charging 2 days instead of 1. Athens based programmer replied that was the law (i.e. midnight-midnight) and he couldn't alter the system. A couple of the tablets stopped working within a couple of days of issue but I imagine that's fixed now. Some people did speak nicely and pay for 1 day by having departure date fiddled but mostly paid for 2 days. Gythion still working from paper but also charge midnight-midnight. It is becoming rare to be charged per night so we hardly ever stay in a town quay unless stopping for a few days. Still some free places around where they don't charge at all but becoming scarcer.

(probably overlooked if Greek flagged ) So far have seen dumped boat in Kioni - one old small dismasted boat from forever and in the non finished marina in Argostoli - also a lot of anchored boats in Vliho ... In brief where is charge no dumped boats

The pace of change is still pretty slow here in Greece and whilst charges are more prevalent than they have ever been there are also still lots of places that don't make any charge at all. At Sivota, Lefkas, the locals are fighting hard to stop the move for charges to their little township. I doubt places like Kastos will ever bother.
In one place the harbour master used to apologise for the crazy two night rule then instantly say "I see your boat is only x meters" which is much smaller that it actually is. The charges therefore are much cheaper.
Greece... Frustrating at times... Erratic.... Inconsistent... But still a great place to sail.

Funny how a lot of those so called abandoned boats seem to have moved on with the threat of accumulating harbour charges.
Trizonia, once the home to freeloaders who want to hog all the facilities and pay nothing, has also emptied now that charges are being made, even though they are reportedly only around €8 per night for 10m. Hopefully this marina will stop looking like a municple dump and this beautiful little island will start to benefit.
It also seems the sunken yacht that gave everyone a headache has been removed too.... Only to have another one sink in its place!

A little info .
The large Irish Boat Father O'Mally that has been swinging at anchor and unattended for years in Porto Heli has now sunk and is partially submerged in 4 Meters of water.
Not sure if it is the culprit but the entire harbour has a film of diesel making for unpleasant swimming and smell.
