Does anyone have an idea why this hole might exist at the front of my mast and is there any way it could be a good thing if I was to add a 2nd halyard with 2:1 purchase for a free flying stormsail?

Without being able to see further down your mast (<g>), I might say that this is the opening for the control line for the spinnaker pole storage car on the front of the mast. I might guess that you don't have a track or a car, and therefore, someone forgot to plug this hole. It does seem to be a bit high on the mast, though.
One other possibility is that it is supposed to be the exit line for the spinnaker halliard, which should normally be run up thru the mast and out just below the top. Upon consideration, I think this is the real reason for it.
So, I suggest that it is the intended path for the spinnaker halliard, and either your commissioning yard or a former owner lost the messenger, and then just ran the halliard outside the mast. It must be a bit noisy in windy weather.
Upon some more consideration, maybe this is not quite right, because it is a bit too close to the top of the mast, and the forestay might interfere with the halliard.
Give us some more info about how the spinnaker halliard runs and whether you have a mast track. Also, what is the line on the side of the mast?

The spinnaker halyard does go in the mast. The line on the side was used originally for the passerelle. Now it's only use is to haul my gopro up the mast. I have the spinnaker pole and track. The lines for the car terminate at the top of the track somewhere under the steaming light.

also on a SO40 with a Z spar mast we have a similar mast head cut out - tho i think ours is more of a slot and slightly lower - ours is used for the top attachment for an inner forestay
